Title

Consider recommendations regarding Agreements for Adult Probation Program Services Fiscal Year (FY) 2020-2021, as follows:

 

a) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Coast Valley Substance Abuse Treatment Center (CVSATC) (a local vendor) to provide drug and alcohol, cognitive behavioral therapy (CBT) services, and clean and sober housing in Lompoc and Santa Maria, with a total contract amount not to exceed $93,868.00;

 

b) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Good Samaritan Shelter (Good Sam) (a local vendor) to provide drug and alcohol treatment, Recovery Oriented System of Care (ROSC), clean and sober housing, and residential withdrawal management with a total contract amount not to exceed $538,874.00;

 

c) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Community Solutions Incorporated (CSI) (a local vendor) to provide Batterer’s Intervention Program (BIP), CBT, and reentry support services in Santa Maria and Santa Barbara, with a total contract amount not to exceed $444,443.00;

 

d) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Council on Alcoholism and Drug Abuse (CADA) (a local vendor) to provide drug and alcohol services, CBT, ROSC, residential withdrawal management services, and residential alcohol and drug treatment with a total contract amount not to exceed $198,093.00;

 

e) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Goodwill Industries of Ventura and Santa Barbara, Inc. (Goodwill) (a local vendor) to provide employment development and subsidized employment services, with a total contract amount not to exceed $178,880.00;

 

f) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with People Assisting the Homeless (PATH) (a local vendor) to provide clean and sober housing, with a total contract amount not to exceed $45,000.00;

 

g) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Sanctuary Centers of Santa Barbara (Sanctuary) (a local vendor) to provide enhanced outpatient treatment services and related recovery and re-entry services for a dual diagnosis population, as well as in custody evidence-based mental health treatment services to inmates in the Santa Barbara County Jail, including related re-entry services, with a total contract amount not to exceed $55,000.00;

 

h) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Community Action Commission of Santa Barbara County (CAC) (a local vendor) to provide Helpline reentry resource referrals for justice-involved individuals, with a total contract amount not to exceed $17,700.00;

 

i) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with The Salvation Army Transition and Recovery Center (TSATRC) (a local vendor) to provide clean and sober housing, with a total contract amount not to exceed $40,000.00;

 

j) Authorize the Chief Probation Officer or designee to approve subsequent line-item budget changes to Attachment B-1 of each Agreement in an amount not to exceed 10% of the stated line-item budgeted amounts for each service, as long as the total contract amount of each Agreement is not increased, and as long as the total budgeted amounts by each funding source are not exceeded; and

 

k) Determine that the above actions are government fiscal activities of funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) of the CEQA guidelines.
