Title: Consider recommendations regarding an Agreement for Operations of a Countywide Library System, Fiscal Year (FY) 2020-2021, as follows: a) Approve, ratify and authorize the Chair to execute a one-year Agreement for Operation of a Countywide Library System (Agreement), by and between the County and the Cities of Santa Barbara, Goleta, Lompoc and Santa Maria (Cities) for the period of July 1, 2020 through June 30, 2021 with a total amount not to exceed $4,204,500.00; and b) Determine that the approval of the Agreement is not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4), finding that the project is a creation of a governmental funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
