Consider recommendations regarding Randall Road Debris Basin Project, First District, as follows:

 

Acting as the Board of Directors, Flood Control and Water Conservation District:

 

a) Approve plans and specifications for the Randall Road Debris Basin Project (Project No. SC8371);

 

b) Award the construction contract for the Randall Road Debris Basin Project, in the base contract amount of $3,259,917.70 (including $117,500.00 in itemized supplemental work) to the lowest responsible bidder V. Lopez Jr. and Sons General Engineering Contactors Inc. (a local/tri-county vender), subject to the provisions of documents and certifications, as set forth in the plans and specifications applicable to the project and as required by law;

 

c) Authorize the Public Works Director or designee to approve changes or additions to the work being performed under the Construction Contract, in an amount not to exceed $175,495.89 for the Randall Road Debris Basin Project, Base Bid Items of Work, and in an additional amount not to exceed $98,644.63 in the event that the Add Alternate Items of Work are added to the contract scope of work;

 

d) Authorize the Public Works Director or designee to approve the addition of the Add Alternate Items of Work to the Construction Contract scope of work, as set forth in Section 2 of the Construction Contract, for a total contract authorization of $5,232,810.45, on the condition that the District acquire all property interests required to complete the Add Alternate Items of Work, and subject to the review and approval of County Counsel;

 

e) Approve and authorize the Chair to execute the Construction Contract upon return of the contractor’s executed contract documents, and the review and approval of County Counsel, Auditor-Controller, and Risk Manager or their authorized representatives;

 

f) Approve and authorize the Chair to execute the Agreement for Services of Independent Contractor with Filippin Engineering (a local vendor) to provide construction management and inspection services for the Randall Road Debris Basin Project, for the period of May 1, 2021 through June 30, 2022 in an amount not to exceed $388,595.00;

 

g) Approve and authorize the Director of Public Works, or designee, to make immaterial amendments in accordance with Section 48 of the Agreement, and to make amendments to the professional services agreement with Filippin Engineering in an amount not to exceed $38,859.50;

 

h) Determine that the Randall Road Debris Basin Project to be carried out is for the benefit of a single zone; and

 

i) Find that pursuant to the California Environmental Quality Act Guidelines section 15162, no substantial changes are proposed, there are no substantial changes in circumstances and no new information of substantial importance has come to light regarding environmental effects of the project or feasibility of mitigation measures and, therefore, this action is within the scope of the project covered by the Final Environmental Impact Report and Final Addendum to the Environmental Impact Report for the Randall Road Debris Basin as well as the Findings approved and adopted by the Board on August 18, 2020 and January 12, 2021, respectively, and therefore, no subsequent environmental document is required.
