Consider recommendations regarding the Conversion of a Blanket Purchase Order BL04981 to a Board Contract with Quest Diagnostics for COVID-19 Testing at Santa Barbara County Jail, as follows:
a) Approve, ratify, and authorize the Chair to execute an Agreement for Services of Independent Contractor Quest Diagnostics to continue providing COVID-19 test kits and testing for COVID-19 response in the County Jail from April 21, 2020 through December 31, 2021. This Agreement converts a Purchase Contract to a Board Contract, extends the term for an additional six months, and increases the total amount by $1,100,000.00 for a revised total amount not to exceed $1,300,000.00, inclusive of $200,000.00 under Blanket Purchase Order BL04981, but which otherwise cancels, nullifies, and supersedes Blanket Purchase Order BL04981; and
b) Determine that the proposed action does not constitute a "Project" within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)...
