Title: Consider recommendations regarding a First Amendment to the Tobacco Retail Licensing Services Agreement with the City of Carpinteria, as follows: a) Approve, ratify, and authorize the Chair to execute a First Amendment to the Agreement with the City of Carpinteria for tobacco retail license administration and enforcement services to be provided by the Public Health Department's Tobacco Prevention Settlement Program to extend the term an additional five years ending June 30, 2026; and b) Determine that these activities are exempt from California Environmental Quality Act (CEQA) review per CEQA Guideline Section 15061(b) (3), since it can be seen with certainty that there is no possibility that the activities may have a significant effect on the environment.
