Consider recommendations regarding Coastal Resource Enhancement Fund Grant Contracts with the City of Santa Barbara, NatureTrack, Santa Barbara Wildlife Care Network and Channel Islands Marine and Wildlife Institute, as follows:
a) Approve and authorize the Chair to execute the Coastal Resource Enhancement Fund contract with the City of Santa Barbara, in the amount of $50,000.00, to make restoration and trail improvements to Arroyo Burro Open Space, for the period of August 17, 2021 to April 15, 2022, Second District;
b) Approve and authorize the Chair to execute the Coastal Resource Enhancement Fund contract with NatureTrack, in the amount of $26,272.00, to purchase six electrical Freedom Trax devices that assist wheelchairs on beaches, for the period of August 17, 2021 to August 15, 2022, All Districts;
c) Approve and authorize the Chair to execute the Coastal Resource Enhancement Fund contract with the Santa Barbara Wildlife Care Network, in the amount of $50,662.00, to construct six duckling enclosures, for the period of August 17, 2021 to October 15, 2021, All Districts;
d) Approve and authorize the Chair to execute the Coastal Resource Enhancement Fund contract with the Channel Islands Marine and Wildlife Institute, in the amount of $33,929.00, to create and launch its marine conservation educational curriculum, for the period of August 17, 2021 to December 31, 2022, All Districts;
e) Approve and authorize the Director of Planning and Development, or designee, to take the following actions for the Coastal Resource Enhancement Fund Contracts:
i) Extend performance in accordance with Sections 3 for up to and not to exceed a period of one year for good cause;
ii) Approve project changes in accordance with Sections 5, including changes to project descriptions, reduction in the overall project budgets or change in budget items of 10 percent or more; and
