Title: Consider recommendations regarding the Appointment of Lorraine Neenan, and Emilio Handall, Ph.D. to the First 5 Children and Families Commission, as follows: a) Appoint Lorraine Neenan as a "Community Member" (number 7) of the First 5 Children and Families Commission of Santa Barbara County, to fill an unexpired term that ends June 30, 2024 and regular term that commences July 1, 2024; b) Appoint Emilio Handall, Ph.D. as a "Community Alternate Member" (number 12) of the First 5 Children and Families Commission of Santa Barbara County beginning August 31, 2021 for a period of three years; and c) Determine that these activities are exempt from California Environmental Quality Act (CEQA) review per CEQA Guidelines Section 15378(b)(5) since the recommended actions are government administrative activities which do not involve commitment to any specific project which may result in potentially significant physical impact on the environment.
