Title
Consider recommendations regarding a First Amended Resolution to continue the Inter Member Transfer Program for Foster Placement with California Mental Health Services Authority (CalMHSA) and a Third Amendment to the Participation Agreement for Inter-Member Transfer, as follows:
a) Adopt a Resolution authorizing the County of Santa Barbara to continue its participation in the CalMHSA Inter-Member Transfer Program through June 30, 2024; add an amount not to exceed $200,000.00 to the AB 1299 banking pool account for a total contribution not to exceed $262,673.75, with funding thereafter increased in amounts approved by the Board after assessment of actual service costs to the County as a Receiving and/or Sending County; authorize the Director of the Department of Behavioral Wellness to sign the Third Amendment to the Inter-Member Transfer Program Participation Agreement (Agreement No. 511-2018-PT-SBC-A3); and rescind Resolution No. 18-103;
b) Approve and authorize the Chair to execute the Third Amendment to the CalMHSA Inter-Member Transfer Program Participation Agreement to extend the term of service to June 30, 2024; transfer up to $200,000.00 to the AB 1299 banking pool account, as needed, for a maximum amount not to exceed $262,673.75; pay the 5% administrative fee of $2,984.45 for Fiscal Year 2021-2022 and thereafter pay the annual 5% administrative fee based on the County’s total deposits into the banking pool through the Purchase Order Process; and
c) Determine that the above actions are government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project that may result in a potentially significant physical impact on the environment and is therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA Guidelines.
