Title: HEARING - Consider recommendations regarding the American Rescue Plan Act (ARPA) of 2021 update and eligible funding opportunities, as follows: (4/5 Vote Required) (EST. TIME: 2 HR.) a) Receive and file a presentation on the ARPA funding update; b) Approve allocation of remaining ARPA Tranche 1 funds totalling $5,906,480.00 towards eligible restricted categories and direct staff to process necessary budgetary adjustments; c) Consider optional allocation prioritization of a portion of ARPA Tranche 2 funds towards eligible restricted categories for Fiscal Year (FY) 2022-2023; d) Provide other direction as appropriate; and e) Determine that the above actions are not a project under the California Environmental Quality Act (CEQA), because pursuant to sections 15378(b)(4) and 15378(b)(5) the recommended actions consist of organizational, administrative, or fiscal activities of government that will not result in direct or indirect physical changes in the environment.
