Title: Consider recommendations regarding a Behavioral Wellness Agreement with Reins Human Opportunity Partnering with Equines (Reins of H.O.P.E.), Fiscal Years 2021-2023, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Reins of H.O.P.E., a California nonprofit (not a local vendor), for the implementation and provision of Equine Assisted Psychotherapy Program services for youth and Transitional Age Youth (TAY) from March 15, 2022 through November 30, 2022 with each party bearing its own program costs and expenses; b) Delegate to the Director of the Department of Behavioral Wellness, or designee, the authority to take the following actions regarding the Agreement without needing to return to the Board of Supervisors for formal amendment of the Agreement and subject to the Board's authority to rescind this delegated authority at any time: to suspend without cause; make immaterial changes; order Contractor in writing to suspe...

Title

Consider recommendations regarding a Behavioral Wellness Agreement with Reins Human Opportunity Partnering with Equines (Reins of H.O.P.E.), Fiscal Years 2021-2023, as follows:

 

a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Reins of H.O.P.E., a California nonprofit (not a local vendor), for the implementation and provision of Equine Assisted Psychotherapy Program services for youth and Transitional Age Youth (TAY) from March 15, 2022 through November 30, 2022 with each party bearing its own program costs and expenses;

 

b) Delegate to the Director of the Department of Behavioral Wellness, or designee, the authority to take the following actions regarding the Agreement without needing to return to the Board of Supervisors for formal amendment of the Agreement and subject to the Board’s authority to rescind this delegated authority at any time: to suspend without cause; make immaterial changes; order Contractor in writing to suspend, delay, or interrupt the services under this Agreement in whole or in part for up to 120 days; and to amend the program goals, outcomes, and measures in Exhibit E; and

 

 

 

 

 

c) Determine that the above action is a government funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project that may result in a potentially significant physical impact on the environment and is therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA Guidelines.
