Consider recommendations regarding approval for the Department of Behavioral Wellness to apply for California Department of Health Care Services (DHCS) Behavioral Health Continuum Infrastructure Program (BHCIP) Round 3: Launch Ready grant funding and California Department of Social Services (CDSS) Community Care Expansion (CCE) Program funding, as follows:

 

a) Authorize the Director of the Department of Behavioral Wellness to apply for California DHCS BHCIP Round 3: Launch Ready grant funding in the amount of $6,000,000.00 for the acquisition and renovation of a County of Santa Barbara site-controlled property in Santa Barbara;

 

b) Authorize the Director of the Department of Behavioral Wellness to apply for CDSS CCE program funding in the amount of $750,000.00 for the rehabilitation of Casa Omega, a County-owned property in Santa Barbara;

 

c) Authorize the Director of the Department of Behavioral Wellness, or designee, to certify the Funding Terms for both the BHCIP Round 3: Launch Ready and CCE program applications;

 

d) Direct staff to return to the Board of Supervisors for consideration of acceptance, should the funding be awarded; and

 

e) Determine that the above actions are organizational or administrative activities of the government that will not result in direct or indirect physical changes in the environment and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(5) of the CEQA Guidelines.
