Title: Consider recommendations regarding a Resolution certifying that the "Urgent Needs" national policy objective is being met in the application for funding from the State Community Development Block Grant Disaster Relief (CDBG-DR) Program, as follows: Acting as Board of Directors, Flood Control and Water Conservation District: a) Approve and adopt the Authorizing Resolution certifying that the "Urgent Needs" national policy objective is being met in the application for funding from the State CDBG-DR Program for the Randall Road Debris Basin Project; and b) Determine that this action is not subject to California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15378(b) (5), as it is an administrative action that will not result in direct or indirect changes to the environment.
