Consider recommendations regarding a construction contract for the Emergency Operations Center (EOC) server room expansion and Heating Venting and Air Conditioning (HVAC) upgrade, Project No. 2001, First District, as follows:
a) Approve the plans and specifications for the EOC Server Room Expansion and HVAC upgrade project on file in the General Services Capital Projects office;
b) Award, approve and authorize the Chair to execute the construction contract in the base amount of $616,812.00 to the lowest responsible bidder, Smith Mechanical-Electrical-Plumbing Inc., subject to the provisions of the documents and certifications as set forth in the plans and specifications applicable to the project located at 4405 Cathedral Oaks Road, Santa Barbara, CA, and as required by California Law;
c) Authorize the Director of General Services to approve change orders in an amount not to exceed $43,340.60 as authorized under California Public Contract Code Section 20142; and
d) Determine that the proposed actions are exempt under the California Environmental Quality Act (CEQA) pursuant to sections 15301, subdivision (a), and 15302 of the CEQA Guidelines, because the project is a minor alteration to a public structure involving negligible or no expansion of existing or former use and the replacement of existing equipment; and direct staff to file a Notice of Exemption on that basis.
