Title: Consider recommendations regarding a Second Amendment to the Legacy Philanthropy Works Agreement for COVID-19 Response in Santa Barbara County, as follows: a) Approve and authorize the Chair to execute a Second Amendment to the Agreement for Services of Independent Contractor Legacy Philanthropy Works to update federal clauses and to extend the term for an additional six months through December 31, 2022 to continue support of the data dashboard and its component parts for COVID-19 response in the County without a change in the total amount of $250,000.00; and b) Determine that the proposed action does not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the CEQA Guidelines, because it consists of the creation of a government funding mechanism or other government fiscal activities, which does not involve any commitment to any specific project which may result in a potentially significant impact on the enviro...
