Consider recommendations regarding General Fund Shelter, Warming Center and Cooling Response Program Operations Agreements, Fiscal Year (FY) 2022-2023, as follows: (4/5 Vote Required)
a) Approve, ratify, and authorize the Chair to execute an Agreement with Good Samaritan Shelter to support and maintain service levels at the Bridgehouse Shelter, Santa Maria Shelter, and Family Shelter, for the period of July 1, 2022 through June 30, 2023, in an amount not to exceed $234,698.00;
b) Approve, ratify, and authorize the Chair to execute an Agreement with People Assisting the Homeless (PATH) to support and maintain service levels at the PATH Santa Barbara Emergency Shelter, for the period of July 1, 2022 through June 30, 2023, in an amount not to exceed $110,302.00;
c) Approve, ratify, and authorize the Chair to execute an Agreement with Good Samaritan Shelter (formerly with Unitarian Society) to support and maintain service levels at the Warming Centers in an amount not to exceed $80,000.00, and an additional Statement of Work for a Cooling Response Program "Pilot Program" in an amount not to exceed $50,000.00, for a period of July 1, 2022 through June 30, 2023, for a total contract amount not to exceed $130,000.00;
d) Authorize the Director of the County Community Services Department or Designee to approve at his or her discretion and execute amendments to each of the above-referenced Agreements on behalf of the County to renew each Agreement annually, for up to two additional one-year terms, subject to continued appropriations of funds in County's annual budget and the Contractor's satisfactory performance;
e) Approve Budget Revision Request No. 0008432 necessary to appropriate funding for the Cooling Response Program "Pilot Program"; and
f) Determine that the above recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(...
