Title: Consider recommendations regarding an agreement with Town and Country Inn for non-congregate isolation sheltering, as follows: a) Approve, ratify, and authorize the Chair to execute an Agreement between the County of Santa Barbara and the Town and Country Inn located in Northern Santa Barbara County for use as non-congregate isolation sheltering for individuals with infectious diseases of Public Health concern for an amount not to exceed $300,000.00, inclusive of $122,300.00 authorized via payment cards during Fiscal Year (FY) 2021-2022, and $177,700.00 for FY 2022-2023 with a period of performance from July 1, 2021 through June 30, 2023; and b) Determine that the recommended action is not a "Project" that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), because it is the creation of a government funding mechanism or other government fiscal activity, which does not involve any commitment to any s...

Title

Consider recommendations regarding an agreement with Town and Country Inn for non-congregate isolation sheltering, as follows:

 

a) Approve, ratify, and authorize the Chair to execute an Agreement between the County of Santa Barbara and the Town and Country Inn located in Northern Santa Barbara County for use as non-congregate isolation sheltering for individuals with infectious diseases of Public Health concern for an amount not to exceed $300,000.00, inclusive of $122,300.00 authorized via payment cards during Fiscal Year (FY) 2021-2022, and $177,700.00 for FY 2022-2023 with a period of performance from July 1, 2021 through June 30, 2023; and

 

b) Determine that the recommended action is not a “Project” that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), because it is the creation of a government funding mechanism or other government fiscal activity, which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment; and that the action is exempt from CEQA pursuant to Guidelines Section 15269(c) as it consists of specific actions necessary to prevent or mitigate an emergency.
