Consider recommendations regarding the acceptance of a Cash Donation Greater than $10,000.00 from One805 and Request for Waiver of Competition for the Purchase of a Firehawk Litter Latch Kit from United Rotorcraft, as follows:
a) Authorize the Santa Barbara County Fire Department (Fire Department) to accept a cash donation of $90,000.00 from One805, a non-profit organization, to be used towards the purchase of a Litter Latch Kit;
b) Waive competitive bidding by the County of Santa Barbara pursuant to County Code Section 2-39 and authorize the County Purchasing Manager to procure a Firehawk Litter Latch Kit from United Rotorcraft, a division of Air Methods, in an amount not to exceed $90,500.00 without being required to conduct a formal bid process; and
c) Determine that the above recommended actions do not constitute a project subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the actions are the creation of a governmental funding mechanism or other government fiscal activity, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
