Title: Consider recommendations regarding a Cooperative Agreement for Battles Road Drainage Improvements, Fifth District, as follows: Acting as the Board of Directors, Flood Control and Water Conservation District: a) Approve and authorize the Chair to execute the Cooperative Agreement for Construction of Improvements on Battles Road with the City of Santa Maria associated with drainage improvements for Specific Plan Area 5B in the incorporated Santa Maria area; and b) Determine that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15162, and as specified in the CEQA Findings, the actions proposed to implement the Cooperative Agreement are within the scope of the environmental review documents for the Blosser-Southeast Specific Plan Amendment (Final Supplemental Environmental Impact Report No. 1994107909 certified by lead agency City of Santa Maria September 15, 2020) and that no additional environmental review is required.
