HEARING - Consider recommendations regarding a waiver of retirement exclusion for Michael Camacho-Craft for the Santa Barbara County Public Health Department Primary Care and Family Health (PCFH) Program, as follows: (EST. TIME: 5 MIN.)
a) In accordance with California Government Code Section 7522.56(f)(1), certify that the following Agreement with retired County employee Michael Camacho-Craft, is necessary to fill a critical need in the PCFH Division of the Public Health Department before 180 days have passed from his date of retirement;
b) Approve and authorize the Public Health Department to enter into an Agreement for Services of Independent Contractor with retired Assistant Deputy Director, Michael Camacho-Craft as a consultant to provide CalAIM implementation support; and to assist with the initial design of the Enhanced Care Management program and associated projects not to exceed 480 hours of annual service with an effective start date of June 1, 2023; and
c) Determine that the above actions are organizational and administrative activities of government that are not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines because the actions are organizational or administrative activities of government that will not result in direct or indirect physical changes in the environment.
