Title: HEARING - Consider recommendations regarding an Exclusive Franchise Agreement for Solid Waste Collection in Zone 4 and Zone 5, Third, Fourth and Fifth Districts, as follows: (EST. TIME: 30 MIN.) a) Approve and authorize the Chair to execute the proposed Franchise Agreement between the County of Santa Barbara and MarBorg Industries, Inc. for residential, multi-family, and commercial solid waste, recyclables, organics, and special waste collection services for Zones 4 and 5, effective July 1, 2024 and ending June 30, 2034; and b) Determine that approval of the proposed agreement is exempt from the California Environmental Quality Act (CEQA), pursuant to 14 CCR 15301(b) (Existing Facilities) and 15308 (Actions by Regulatory Agencies for the Protection of the Environment), 15061(b)(3) and direct staff to file and post a Notice of Exemption on that basis.
