Title: Consider recommendations regarding an Agreement for Services of Independent Contractor with GHD, Inc. for the 35% Design of a Roundabout at the Intersection of Clark Ave and Norris Ave; County Project No. 862422; Fourth District, as follows: a) Approve, ratify, and authorize the Chair to execute the Agreement for Professional Services of Independent Contractor with GHD, Inc. for the Clark Near Norris Operational Improvements Project with a term of November 7, 2023 to November 7, 2025. This agreement is to bring the Clark at Norris Operational Improvements to 35% plans with funding not to exceed $86,000.00; and b) Determine that the proposed action to approve a professional services agreement does not constitute a "Project" within the meaning of California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Sections 15378(b), because it consists of an administrative activity that will not result in the direct or indirect physical change in the environment.
