Title: Consider recommendations regarding an agreement for County Counsel Services for the Santa Barbara County Local Agency Formation Commission (LAFCO), as follows: a) Approve and authorize the Chair to execute an Agreement Between County of Santa Barbara and Santa Barbara LAFCO for the Appointment of County Counsel as the Commission's Legal Counsel commencing February 13, 2024 and automatically renewing each Fiscal Year, unless terminated by either party 60 days prior to the Agreement's termination, for an initial not-to-exceed revenue amount to the County of $65,000.00 for the first full Fiscal Year; and b) Determine that the above action is not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) and (b)(5) of the CEQA Guidelines because it consists of administrative and fiscal activities of government that will not result in direct or indirect physical changes in the environment.
