Consider recommendations regarding a Subrecipient Agreements for California Encampment Resolution Funds (CERF) to address vehicle encampments, as follows:
a) Approve and authorize the Chair to execute a Subrecipient Agreement with NBCC dba New Beginnings Counseling Center, a California nonprofit public benefit corporation, using CERF funds for a total contract maximum amount not to exceed $6,391,615.00 for street outreach and interim and permanent housing for people residing in vehicle encampments countywide outside of the City of Santa Barbara, including those near State rights-of-way (ROWs) for a term beginning June 4, 2024, and ending December 31, 2026, subject to finalizing the State Standard Agreement, annual appropriations and budget approval;
b) Approve and authorize the Chair to execute a Subrecipient Agreement with the City of Santa Barbara, using CERF funds for a total contract maximum amount not to exceed $1,488,820.00, for street outreach to people residing in vehicle encampments in the City of Santa Barbara, including those near ROWs for a term beginning June 4, 2024, and ending December 31, 2026, subject to finalizing the State Standard Agreement, annual appropriations and budget approval; and
c) Determine that the recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
