Title: HEARING - Consider recommendations regarding Fiscal Year 2013-2014 Second Quarter Budget and Financial Update, as follows: (4/5 Vote required) (EST. TIME: 30 MIN.) a) Receive and file, per the provisions of Government Code Section 29126.2, the Fiscal Year 2013-2014 Second Quarter Budget and Financial Update as of December 31, 2013, showing the status of appropriations and financing for all departmental budgets adopted by the Board of Supervisors; b) Approve Budget Revision No. 0003270 to recognize unanticipated general revenues of $4.0 million and appropriate these funds to the Contingency committed fund balance to be used for potential audit settlements including Federal Emergency Management Agency (FEMA), inpatient mental health services and other Alcohol, Drug, and Mental Health Services funding issues. a) Receive and file, per the provisions of Government Code Section 29126.2, the Fiscal Year 2013-2014 Second Quarter Budget and Financial Update as of December 31, 2013, showing the status of appropriations and financing for all departmental budgets adopted by the Board of Supervisors;
