HEARING - Consider recommendations regarding Casa Esperanza Homeless Center Funding and Agreements, as follows: (EST. TIME: 30 MIN.)
a) Receive and file a report regarding the Casa Esperanza Operational Assessment;
b) Approve and authorize the Chair to execute a Shelter Operations General Fund Grant Agreement in the amount of $120,000.00 with Casa Esperanza Homeless Center through June 30, 2015;
c) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with Casa Esperanza Homeless Center to provide short term beds for Department of Social Services clients who are receiving Adult Protective Services (APS) while arrangements are made for transitional and/or permanent housing in an amount not to exceed $19,305.00;
d) Approve and ratify the following Purchase Orders with Casa Esperanza Homeless Center:
i) Department of Alcohol, Drug and Mental Health Services (ADMHS) for shelter beds in an amount of $66,000.00;
ii) Department of ADMHS for Case Management in an amount of $61,200.00;
iii) Department of Public Health for Clinic Space in an amount of $15,000.00; and
iv) Department of Probation for Shelter beds for Probation Clients in an amount of $60,000.00; and
e) Find that the proposed actions do not constitute a "Project" within the meaning of California Environmental Quality Act, pursuant to 14 CCR 15378(b)(2), as they consist of general policy and procedure making.
