HEARING - Consider recommendations regarding a Community Assistance Recovery and Empowerment (CARE) Act Update, and Senate Bill 43 (SB 43) Presentation and Notice to Implement on July 1, 2025, as follows: (EST. TIME: 40 MIN.)

 

a) Receive and file an update on the CARE Court Act that established CARE Court in Santa Barbara County effective December 1, 2024;

 

b) Receive and file notice that a presentation of the Update on the Deferred Implementation of SB 43 which modifies Welfare and Institutions Code Section 5008 by expanding the definition of “Gravely Disabled” is moved from January 1, 2026 to now be implemented on July 1, 2025;

 

c) Adopt a Resolution amending the implementation start date of SB 43 to July 1, 2025 to supersede Resolution No. 23-290 adopted and authorized by the Board of Supervisors on December 12, 2023; and

 

d) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15378(b)(5), finding that the actions consist of administrative activities of government that will not result in direct or indirect physical changes in the environment.
