Title: Consider recommendations regarding First 5 Children and Families Commission of Santa Barbara County Acceptance of Grant, as follows: (4/5 Vote Required) a) Accept $200,000.00 from the David and Lucille Packard Foundation to provide one-time funding for First 5 Santa Barbara County to assist families with COVID-19 needs; b) Approve Budget Revision Request No. 0007197 to establish appropriations of $200,000.00 in First 5 Santa Barbara County's First 5 Child and Families Commission Fund for Services and Supplies funded by unanticipated revenue from the Lucille Packard Foundation Grant; and c) Determine that the activity is not a "Project" subject to California Environmental Quality Act (CEQA) review per CEQA Guidelines Section 15378(b)(4), the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
