Consider recommendations regarding a Certificate of Compliance for the Pyche 2000 Trust Remainder Parcel, Fourth District, as follows:
a) Direct the County Surveyor to issue an unconditional Certificate of Compliance for the remaining portion of APN 101-020-070, the parent parcel, as amended by the transfer 0.22 acre to the Laguna County Sanitation District, upon recordation of the Grant Deed to Laguna Sanitation; and
b) Find that pursuant to California Environmental Quality Act (CEQA) Section 15162, no substantial changes are proposed, there are no substantial changes in circumstances, and no new information of substantial importance has come to light regarding environmental effects of the project or of the sufficiency or feasibility of mitigation measures and therefore the issuance of a Certificate of Compliance is within the scope of the project covered by the Santa Maria Energy Production Plan and Laguna County Sanitation District Phase 3 Recycled Water Pipeline Final EIR (12EIR-00000-00003) certified on November 12, 2013 by Board of Supervisors on file with the State Clearinghouse, file number 2011091085, and therefore no new environmental document is required.
