Title: Consider recommendations regarding one-time funds for a Community Outreach Liaison in the Office of Emergency Management, as follows: (4/5 Vote Required) a) Appropriate $70,000.00 in one-time funds from the Committed Contingencies fund balance for a Community Outreach Liaison in the Office of Emergency Management through 6/30/2019; b) Approve Budget Revision Request No. 0005961 increasing appropriations in the County Executive Office, funded by the release of Committed Contingencies fund balance; and c) Determine that the above actions are government fiscal activities or funding mechanisms that do not involve any commitment to any specific project that may result in potential physical impacts on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4) of the CEQA guidelines.
