Consider recommendations regarding the United Way of Northern Santa Barbara County, Fiscal Year (FY) 2018-2019 General Fund Grant Agreement for $90,000.00 for Regional Coordination of Homeless Services and 2019 Homeless Point in Time Count Support, as follows:

 

a) Approve and authorize the Chair to execute a Fiscal Year (FY) 2018-2019 General Fund Grant Agreement (Agreement) for $90,000.00 with the United Way of Northern Santa Barbara County (United Way NSBC) to: 1) conduct regional coordinated outreach to persons experiencing homelessness; and 2) support the 2019 Point in Time Count of homeless persons during the contract period October 16, 2018 to June 30, 2019; and  

 

b) Determine that the approval of the Agreement is not the acceptance and approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(4), finding that the project is a creation of government funding mechanisms or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
