Title: HEARING - Consider recommendations regarding a waiver of retirement exclusion for David Brummond, Environmental Health Specialist for Environmental Health Services, as follows: (EST. TIME: 5 MIN.) a) Approve and authorize the Public Health Department Director to appoint retired Environmental Health Specialist David Brummond as Extra Help, to provide Environmental Health Supervisory services limited to 160 hours for the Month of November 2018; b) In accordance with California Government Code Section 7522.56(f)(1), certify that the appointment of retired County employee, David Brummond, is necessary to fill a critical need in the Environmental Health Division of the Public Health Department (PHD), before 180 days have passed from the date of retirement; and c) Determine that the above actions are organizational and administrative activities of government that are not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(5) of the CEQA Guidelines....
