Consider recommendations regarding a request for Waiver of Competition in Purchase of the Sheriff’s Report Management System (RMS), as follows: (4/5 Vote Required)
a) Authorize the Purchasing Agent to procure an upgrade to the Sheriff’s Office RMS from the current vendor, CentralSquare Technologies LLC, as a sole source procurement without being required to conduct a formal bid process;
b) Approve and authorize the Chair to execute an agreement with CentralSquare Technologies (not a local vendor) for the upgrade of the Sheriff’s Office current RMS. The cost of upgrading software, installation and training is not to exceed $680,000.00;
c) Approve and authorize the Sheriff to execute a Support Software Agreement with CentralSquare Technologies at the time of implementation (Go-Live) of the upgraded Sheriff’s Records Management System;
d) Approve Budget Revision Request No. 0006870 to release $680,000.00 of Asset Forfeiture Funds for Fiscal Year (FY) 2020-2021; and
e) Determine that the above actions are government fiscal activities or funding mechanisms which do not involve any commitment to any specific project which may result in a potentially significant impact on the environment, and are therefore not a project under the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines.
