Consider recommendations regarding Fernald Point Lane Bridge Replacement at Romero Creek, Existing Bridge No. 51C-137, New Bridge No. 51C-0362 Federal Project No. BRLO-5951(141), County Project No. 862330, First District, as follows:
a) Approve the plans and specifications, on file in the Public Works Department Office, for construction of the Fernald Point Lane Bridge Replacement at Romero Creek;
b) Award the construction contract in the amount of $2,406,700.00 to the lowest responsible bidder, Beador Construction Company, Inc., 26320 Lester Circle Corona, CA 92883 (Not a Tri-County vendor), subject to the provision of documents and certifications, as set forth in the specifications applicable to the project, as required under California law;
c) Approve and authorize the Chair to execute the construction contract, which has been reviewed and approved by County Counsel, Auditor-Controller and Risk Manager, or their authorized representatives;
d) Authorize the Public Works Director, or designee to approve change orders for a contingency amount up to $133,415.00, plus an additional amount of $11,600.00 for supplemental work items for the construction of Fernald Point Lane Bridge Replacement at Romero Creek, for a total not to exceed authorization of $2,551,715.00;
e) Approve and authorize the Chair to execute a professional services contract for Materials Testing with Twining, Inc.(a Tri-County vendor) 1868 Portola Road, Suite G, Ventura, CA 93003, in the base amount of $57,471.00, for the Fernald Point Lane Bridge Replacement at Romero Creek, which has been reviewed and approved by County Counsel, Auditor-Controller and Risk Manager, or their authorized representatives;
f) Authorize the Director of Public Works or designee to approve changes or additions to the Material Testing work, including extending the time duration of the contract, being performed under the professional services contract with Twining, Inc. in the amount not to exceed $5,887.00; ...
