HEARING - Consider recommendations regarding a New Vision for Animal Services and the Jurisdictional Contract Fee Options Presentation, as follows: (EST. TIME: 40 MIN.)
a) Receive and file a presentation on a new vision for Animal Services and receive Board direction on proposed new model of service delivery undertaken during COVID-19 and proposed for future innovations;
b) Approve a flat 2% jurisdictional contract increase for Fiscal Year (FY) 2021-2022 for one year for the six participating full-service cities (Buellton, Goleta, Guadalupe, Lompoc, Santa Maria and Solvang), one shelter-only city (Santa Barbara), and the other jurisdiction of the Santa Ynez Band of Chumash Indians and direct staff to return to the Board in Open Session for approval of the service agreements; and
c) Determine that the above recommended actions are not a “Project” within the meaning of the California Environmental Quality Act (CEQA), pursuant to Section 15378(b)(4) of the CEQA Guidelines, since they consist of the creation of governmental funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
