Title: HEARING - Consider recommendations regarding a Countywide Free Library System Annual Agreement and Library Zone Service Delivery Map Revision, as follows: (EST. TIME: 45 MIN.) a) Approve, ratify and authorize the Chair to execute a one-year Agreement for Operation of a Countywide Library System (the "Agreement"), by and between the County and the Cities of Carpinteria, Santa Barbara, Goleta, Lompoc and Santa Maria ("Cities") for the period of July 1, 2022 through June 30, 2023 with a total amount not to exceed $4,396,429.00; and b) Determine that the above recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), finding that the action involves government organizational or administrative activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
