Consider recommendations regarding a request to participate in the Vandenberg Air Force Base (VAFB) Master Plan Memorandum of Understanding (MOU) and Agreement with REACH in the amount of $200,000.00 for Services Related to Phase 1 Assessment of the Master Plan Project, as follows: (4/5 Vote Required)
a) Approve and authorize the Chair to sign Addendum No. 1 that adds the County of Santa Barbara to the MOU for the VAFB Master Plan between REACH, The Governor’s Office of Business and Economic Development (GOBiz), the 30th Space Wing, United States Space Force, Cal Poly San Luis Obispo and Deloitte Consulting, LLP;
b) Approve and authorize the Chair to sign the Agreement between the County of Santa Barbara and REACH for Services related to the VAFB Master Plan Phase 1 and authorize payment of $200,000.00 for the statement of work;
c) Approve Budget Revision Request No. 0007344, which appropriates $120,000.00 from available cannabis tax revenues and $80,000.00 from the General County Programs fund balance; and
d) Determine that the proposed action is related to the creation of a government funding mechanism and other fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, and therefore is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline section 15378 (b)(4).
